The Honourable Minister of Finance, Mr Abdou Kolley, today Monday 25th October 2010, signed five financing agreements with the Islamic Development Bank Group (IDB) in Jeddah, Saudi Arabia. The Minister of Finance is accompanied by his Permanent Secretary and the Director of Loans and Debt Management; the Permanent Secretary, Ministry of Higher Education, Research, Science  and Technology; the Vice Chancellor, The University of the Gambia; and the Director General, GAMWORKS.

The Honourable Minister of Finance, Mr Abdou Kolley, today Monday 25th October 2010, signed five financing agreements with the Islamic Development Bank Group (IDB) in Jeddah, Saudi Arabia. The Minister of Finance is accompanied by his Permanent Secretary and the Director of Loans and Debt Management; the Permanent Secretary, Ministry of Higher Education, Research, Science  and Technology; the Vice Chancellor, The University of the Gambia; and the Director General, GAMWORKS.

 

The first three financing agreements were signed with the President of the Islamic Development Bank, His Excellency Dr. Ahmad Mohamed Ali, while the last two were signed with the Chief Executive Officer of the International Trade Finance Corporation (ITFC) of the IDB Group, Dr. Waleed A. Al-Wahaib as listed below:

1.     Loan Agreement for the Financing of the Development of the University of the Gambia Project for $15.672 million;

2.     Loan Agreement for Financing the Gambia Community Based Infrastructure and Livelihood Improvement Project for $15.860 million;

3.     Technical Assistance Grant for Financing the Gambia Community Based Infrastructure and Livelihood Improvement Project for $400,000.00;

4.     Murabaha Agreement for the financing of electricity and water meters and other spare parts for the benefit of NAWEC amounting to $5 million; and

5.     Murabaha Agreement for the financing of heavy and light fuel products for the benefit of NAWEC totalling $8 million.

The total financing amounts to $44.932 million and the signing marks a historic milestone in the Gambia Government’s relation with the Islamic Development Bank Group. The Minister of Finance used the occasion to thank the President of the IDB Group and his Management for the support they continued to extend to The Gambia in meeting her development aspirations and looked forward to effective implementation of the signed agreements as well as the Bank’s continued support. For their part, the President of the IDB Group and the CEO of the ITFC all pledged their support to the Gambia Government and looked forward to strengthening the already good cordial relations.

 

The Minister and his delegation also used the opportunity of their visit to discuss with the Bank staff, issues affecting ongoing projects financed by the Bank, as well as pipeline projects submitted for financing in the 2011.

Senior officials from the government of The Gambia and the University of The Gambia met April 28 with Earth Institute director Jeffrey Sachs, CIESIN director Robert Chen, and other Columbia University faculty and staff. The visit was organized by CIESIN to explore opportunities for collaboration in research, education, and capacity building. The delegation included Mariama Khan, Secretary-General and Head of the Civil Service; Mamadou Tangara, Honorable Minister of Higher Education, Science, and Technology; and Muhammadou Kah, Vice Chancellor of the University of The Gambia. Informal discussions were held with Mamadou Diouf, director of Columbia's Institute for African Studies; Madeline Thomson of the International Research Institute for Climate and Society; Wade McGillis of the Lamont-Doherty Earth Observatory; and Beth Fisher-Yoshida, academic director of Columbia's Master of Science Program in Negotiation and Conflict Resolution. CIESIN staff member Malanding Jaiteh, who was born and raised in The Gambia, helped arrange the visit and, along with Alex de Sherbinin of CIESIN, described possible training and educational activities that CIESIN could help develop in collaboration with partners in The Gambia.
